What Is a VIN Verification?

A VIN verification is an in-person examination of a vehicle to confirm that the Vehicle Identification Number (VIN) on the car matches the information listed on the registration or title documents. This process helps ensure that the vehicle is legally yours and prevents situations where a stolen vehicle is registered under someone else’s name. The inspection also checks that the vehicle meets California’s safety and emissions standards.

For the DMV to accept the verification, it must be completed on form REG 31 by an authorized professional. This includes a DMV representative, a California-licensed vehicle verifier, a qualified auto club employee, or a trained peace officer.

You may print the REG 31 form for reference, but it must be filled out only by an approved verifier.

Why Is a VIN Verification Required?

The California DMV may require a VIN verification for several reasons. The most common situations include:

  • Registering or transferring a vehicle that originated out of state

  • Vehicles that do not currently appear in California’s DMV system

  • Vehicles that have been removed from the DMV database due to inactivity or long-term non-registration
